Commission Tickets become available only after reaching High Rank in Monster Hunter Wilds, shortly after the main story concludes. Progress through the main questline until you unlock the Support Ship at the Windward Plains Base Camp.

To obtain a Commission Ticket, speak with Santiago aboard the Support Ship and select "Request Goods." Choose the "Misc. Items" option.
